Commonweal School Policy for PSHE and Citizenship
RATIONALE
There is a whole school commitment to providing a pastoral programme for all students. This curriculum reinforces the school value system, fosters positive attitudes to learning and enables personal, social, healthy development as citizens. The changing needs of students in their preparation for adult life are considered.
PURPOSES
1. To ensure compliance with the National Curriculum guidelines, including content, for PSHE and Citizenship.
2. To identify particular needs and objectives of Commonweal School students and provide a pastoral programme additional to the statutory guidelines.
3. To attend to affective elements / emotional literacy , such as self-esteem and motivation, of students’ school life.
4. To support key stage coordinators in the development and delivery of programmes of work, and assessment strategies, within a planned curriculum structure.
5. To contribute to SPIRITUAL, MORAL, SOCIAL and CULTURAL development within Commonweal school and have regard to the ECM agenda.
GUIDELINES
1. The content and methods will take into account the National Curriculum frameworks for PSHE and Citizenship.
2. Personal development of students will form a key part of the PSHE/C and careers programme.
3. The curriculum will be provided through a range of strategies in a flexible, but structured, manner.
4. External agencies, parents, governors and the local community and services may be involved where relevant to the curriculum.
Responsibilities
5. The PSHE/C coordinator will be responsible for overview.
6. Key Stage coordinators will be responsible for planning, delivery, assessment and monitoring & evaluation of the PSHE/C curriculum for their respective key stages.
7. Heads of Faculty, Head of Careers, Key Stage Coordinators, Head of Drama and the Teacher with Responsibility for Health Issues will be responsible for specific areas of the PSHE/C curriculum as identified on the “ Learning Maps”. Aspects of Citizenship will be identified as such in the programmes of study.
8. Assessment of Citizenship in Key Stage 3 will be organised by the Key Stage 3 coordinator with the Head of Drama. Assessment of pupils’ progress will be made at the end of Key Stage 3 in line with DFES guidelines.

The PSHE/C coordinator and the Key Stage coordinators will be responsible for monitoring and evaluation to ensure learning objectives of the National Curriculum frameworks are
being met.

Key Stage coordinators will discuss and review schemes of work, lesson plans and assessment with the PSHE/C coordinator each term.

Key Stage coordinators will meet with tutors for the respective key stages at regular intervals to discuss the curriculum and explain programmes of study and assessment.
12.The Head of Drama will discuss and review the PSHE/C Drama KS3 curriculum with the PSHE/C coordinator and the Key Stage 3 coordinator each year.
13.
The teacher with responsibility for Health Issues in Science will discuss and review PSHE/C in the Science KS3 and KS4 curriculum, plus other PSHE/C activities (e.g. the peer tutor scheme) with the PSHE/C coordinator and Key Stage coordinators each year.
14.
There will be an annual review of other mainstream subjects that deliver PSHE/C by the PSHE/C coordinator.

The PSHE/C coordinator will consult with and report to the line-manager on a regular basis.
DELIVERY
1. The mainstream curriculum in KS3 and KS4 will be the channel for the delivery of many strands of the PSHE and Citizenship programmes of work.

Designated drama lessons in Key Stage 3.
3.
One hour lesson per fortnight delivered by tutor within a PSHE / Citizenship framework.
4.
Rostra of assemblies will be planned to support the PSHE /C programme.
5.
Key note sessions will be held to address specific issues within year groups.
6.
A careers and post-school preparation programme.
7.
Development of student responsibility and participation in school affairs through opportunities for involvement in staff recruitment, school council, peer education scheme, literacy strategy support, system of Y11 house officials, Y8 reception duties. It is intended that the student voice will be sought in a 3-year rolling programme
8.
Range of enrichment activities through extra-curriculum options.
MONITORING and REVIEW
The PSHE/C coordinator will review and evaluate the programme and will make a report to SMT and/or the Governors’ Curriculum Committee on PSHE/Citizenship work when requested.
The policy will be reviewed and updated every five years or as required to comply with changing DfES, LEA and/or school initiatives. Should there be a need to update this within the 5 years, the PSHE/C coordinator will notify governors.
